Biography
Zhulkarnain bin Abdul Rahim was born on 23 November 1980 and is a Singaporean politician and lawyer who has been serving as Minister of State for Foreign Affairs and Minister of State for Social and Family Development since 2026. As a member of the People's Action Party (PAP), he has been the Member of Parliament representing the Keat Hong division of Chua Chu Kang Group Representation Constituency since 2020. He graduated from National University of Singapore with a Bachelor of Laws degree in 2005 and subsequently completed a Master of Laws degree in Islamic law and finance in 2013 at the Singapore Management University, where he was placed on the Dean's List.
Before entering politics, Zhulkarnain was a Senior Partner in the Litigation and Dispute Resolution practice at Dentons Rodyk & Davidson LLP, specializing in complex litigation and international commercial arbitration. He also served as Co-Head of the Islamic Finance practice and the Family/Matrimonial practice. Throughout his legal career, he undertook significant pro bono work with the Legal Aid Bureau, running free legal clinics at Al-Mukminin Mosque and the Singapore Council of Women's Organisation since 2009. In 2017, he received the JCI Singapore Ten Outstanding Young Persons (TOYP) award in the category of Political, Legal, and Governmental Affairs.
His political career began when he was elected as MP for Chua Chu Kang GRC in the 2020 general election, where his PAP team garnered 58.64% of the valid votes. He has held various parliamentary positions including Deputy Chairperson and later Chairman of the Home Affairs and Law Government Parliamentary Committee. He has also served as Vice-Chairperson of Chua Chu Kang Town Council since 2020.
